CBP: 20% of Entries Rejected for IEEPA Tariff Refunds

As importers submit claims for tariff refunds through Customs and Border Protection’s new automated system, the agency reports that a significant percentage of entries have been found ineligible.
The details: CBP delivered its first report on the system’s progress this past weekend. Here’s the progress so far:
- As of Sunday, 75,306 declarations had been submitted in the Consolidated Administration and Processing of Entries system, with 63% of those files successfully validated.
- Validated files contained 11,222,927 entries accepted for removal of International Emergency Economic Powers Act duties.
- Meanwhile, 2,124,394 entries were rejected—an approximately 19% rejection rate.
- Of the over 11 million entries accepted, approximately 1,740,000 entries—roughly 15%—have been liquidated and are in the refund process, according to CBP. These refunds could be issued on or about May 11.
Technical troubles: Some manufacturers using the system reported difficulties with creating accounts or resetting usernames and passwords, among other problems. CBP is working to improve the system and documenting updates on its site.
