The Conference of State Manufacturers Associations is a powerful network of 50 state manufacturers’ associations representing more than 59,000 companies that work together to advocate for and solve the industry’s biggest challenges. Where COSMA members drove results in 2025

Working with the NAM, COSMA members magnified manufacturers' priorities in Washington and in every state capital — sharing intel, pooling resources and speaking with a unified voice.

Winning on Tax Reform

68% of COSMA members joined more than 300 manufacturing organizations in support of the One Big Beautiful Bill Act (H.R. 1) — securing the tax trifecta, the TCJA international system and new incentives for manufacturing investment. Six members released jointly branded print ads with the NAM in major state dailies.

Sensible Regulations

78% of COSMA members signed the Manufacturers for Sensible Regulations roadmap to the incoming administration — three dozen regulatory actions, from PFAS and overtime rules to broadband and energy security, to boost manufacturing growth from day one.

Navigating Trade

COSMA CEOs convened on tariff implications with state-by-state trade data and district breakouts, circulated the NAM tariff survey to manufacturers in their states and pressed for zero-for-zero tariff deals and predictable access to critical inputs.

Workforce Solutions

COSMA’s Workforce Peer Group, the MI Workforce Summit (300+ organizations) and a network of MFG Day bus tours, Coolest Thing Made competitions and frontline training programs are building the manufacturing workforce of the future, state by state.

Strengthening the MEP Network

When Manufacturing Extension Partnership funding came under pressure, COSMA organizations representing 68% of states sent a joint message to the commerce secretary and every member of Congress urging a restructured, manufacturer-focused MEP network.

Partnerships in the Courts

COSMA members and the NAM Legal Center joined forces in courtrooms nationwide — a permanent injunction preserving corporate free speech in Minnesota v. Choi, briefs in Illinois against forum shopping and support for a water-quality challenge in Washington state.

From a first-of-its-kind forum to wins in Congress and the courts, COSMA members turned constant change into coordinated results.

  • Post-election 2024

    The NAM convenes COSMA and CMA leaders in Baltimore for the first-ever Forum for America’s Manufacturing Association Leaders — a hybrid, unscripted strategy session on manufacturing’s top priorities for the new Congress and administration.

  • January 2025

    Michele Siekerka begins her term as COSMA chair, and CEO Connection Calls shift to an as-needed cadence so members can respond to executive orders in real time.

  • March 2025

    The District of Minnesota permanently enjoins an unconstitutional campaign-finance law in Minnesota v. Choi — a free-speech win backed by an NAM amicus brief supporting the state association’s challenge.

  • April 2025

    Executive Order 14278 directs a federal workforce strategy and a path to 1 million new apprentices; COSMA workforce staff weigh in through the MI’s Workforce and Education Policy Committee.

  • July 2025

    The One Big Beautiful Bill Act (H.R. 1) becomes law — an “investment of a generation” for manufacturers, powered by years of COSMA member and NAM campaigning, joint op-eds and state-level economic impact data.

  • October 2025

    MFG Day momentum sweeps the states — bus tours, Coolest Thing Made competitions and a 1,100-attendee Manufacturing Innovation Summit in Connecticut spotlight modern manufacturing careers.
