NAM Aims for the Finish Line on Permitting Reform

Congressional negotiators are closer than ever to an agreement on comprehensive permitting reform (The Hill).

NAM in action: The NAM remains the leading voice in Washington shaping permitting reform to deliver for manufacturers. The emerging agreement will reflect many key priorities, including streamlining judicial reviews under the National Environmental Policy Act and reining in state abuses under the Clean Water Act. It will also help unlock domestic mining and energy projects needed to power growth in manufacturing investment, job creation and American prosperity.

An all-out push: The NAM has been pushing lawmakers at every turn to get permitting reform across the finish line. Earlier this week, NAM President and CEO Jay Timmons and NAM board leadership urged the Senate to finalize comprehensive permitting reform legislation and bring it to the Senate floor for immediate consideration—an effort POLITICO energy reporter Josh Siegel scooped.

  • The NAM also launched a new ad under its “Building to Win” infrastructure campaign, making the case for swift legislative action on infrastructure and permitting reform, while Timmons took that message directly to Fox Business.
  • The NAM’s ad ran during a recent interview on 535 News with Sen. Shelley Moore Capito (R-WV), a key negotiator on permitting reform and was covered by Axios on Tuesday.

The NAM says: “Bipartisan negotiators Sens. Capito, [Sheldon] Whitehouse, [Mike] Lee and [Martin] Heinrich have made tremendous progress on permitting reform. Now is the time to continue the work to deliver meaningful, lasting reform that gives manufacturers the certainty we need to invest, build and grow,” said Timmons on X ahead of today’s’ developments.

  • “We are calling on the entire Senate to take the weekend to dig into the bill, build on the tremendous bipartisan progress that has been made and come back ready to move forward. This is a manufacturing imperative that has waited too long. There is real momentum to get this done and manufacturers need Congress to seize it,” added NAM Vice President of Domestic Policy Chris Phalen today.
