NAM: Manufacturers Concerned by Treasury’s ‘Modernized Drawback’ Rule

The CNH Industrial - Racine Plant is located on an 87 acre site in Racine, WI. The facility spans over 640,000 square feet containing manufacturing / assembly, engineering, test, administrative and logistics functions. The plant currently employs over 900 people, producing 22 models of Case IH tractors and six New Holland models. The CNH Industrial - Racine Plant produces Case IH and New Holland branded large row-crop agricultural tractors for distribution in global markets. The plant also produces key drive-train components (transmissions, axles and valves) for shipment to CNH Industrial manufacturing facilities in North America. Approximately 40% of the plant’s annual production is shipped to markets outside of North America. In 2014 CNH – Industrial will complete a $16 million investment project in the Racine Plant that will add production capacity and expand in-source production of key components.

Washington, D.C. – The National Association of Manufacturers (NAM) released the following statement on the U.S. Treasury Department’s new “Modernized Drawback” rule:

Congress intended drawback for taxes paid on distilled spirits, beer, wine and other products because of their importance to driving U.S. exports, so it should come as no surprise that manufacturers have serious concerns with Treasury’s rule, said NAM Vice President of Labor, Legal and Regulatory Policy Patrick Hedren. We are exploring all options to resolve this issue so that manufacturers’ competitiveness is not impacted negatively.

In September, the NAM submitted 84 pages of comments to the U.S. Treasury Department outlining manufacturers’ concerns with the proposed rule.
