House Makes Progress on Permitting Reform


The House passed four important permitting reform and grid modernization measures this week, answering the NAM’s call to dedicate the last 12 days of the congressional session to permitting reform.

PERMIT Act: The House passed the bipartisan PERMIT Act—legislation that adopts manufacturers’ key recommendations from our AI and Energy Dominance roadmap for modernizing the Clean Water Act, increasing certainty for permittees, clarifying the scope of CWA and clearing bottlenecks that are slowing job-creating projects.

  • The NAM gave a shoutout to the legislators responsible, writing, “Thank you to Chairman Rep. Sam Graves and Rep. Mike Collins for your leadership. Onward to the Senate!”

Electric Supply Chain Act: The House also passed the bipartisan Electric Supply Chain Act, which will strengthen the grid supply chain that is essential to U.S. competitiveness, cybersecurity and U.S. energy and AI dominance.

Improving Interagency Coordination for Pipeline Reviews Act: Today, the House passed the Improving Interagency Coordination for Pipeline Reviews Act, which will streamline the permitting process for critically needed pipeline infrastructure to support an affordable and reliable energy system for manufacturers and all Americans.

ePermit Act: On Tuesday, the House passed the bipartisan ePermit Act, which will establish a framework for agencies to implement a digital permitting system and unified portal for project sponsors to share data and documentation for environmental reviews to be conducted by the Council of Environmental Quality and the heads of each federal agency responsible for oversight of project permit applications.

  • This bipartisan legislation will increase efficiency and transparency in the permitting process, eliminate duplicative red tape and empower manufacturers to invest, grow and create jobs.

The bottom line: As NAM President and CEO Jay Timmons said on Monday, “Manufacturers urge policymakers to seize the moment . . . and make it easier and more cost-efficient for manufacturers to get shovels in the ground on job-creating projects.”
